地獄道與人間道締結協議，
淺草成為了能見到亡者的著名觀光景點。
某一天，天上垂下了蛛絲，
讓身在地獄的罪人們得以藉其越獄。
閻魔大王命令他的女兒兼新任獄卒，
帶領值得信任的罪人——
石川五右衛門等人前去逮捕越獄犯。
主角與五右衛門等人前往人間道，
監視著越獄犯們的動向，然而……
越獄犯們集結於過去曾是地獄罪人的絲之比丘尼帳下，
並發布了一款能夠免除罪名的贖罪券ＡＰＰ。
絲之比丘尼的目的是什麼？
而得到允諾可以上天堂的人類將走向怎樣的未來？
